AMHREC Establishment

Ace Medicare Health Research Ethics Committee (AMHREC) was duly established and registered with the National Health Research Ethics Committee of Nigeria on the 27th of March, 2023 in line with the provisions of the National Code for Health Research Ethics, Nigeria. As part of the terms of the registration, the Committee was registered as a Category D Committee; Authorized to review Phases III and IV clinical trials, social and behavioral research, and epidemiological studies.

Please note that AMHREC is NOT authorized to review Phase I and II clinical trials, Research into Novel Products with potential nationwide religious, social, and security implications, vaccines and biological research, and genetic research; as well as studies only permitted for higher category HRECs. These should be referred to the National Health Research Ethics Committee (NHREC).

AMHREC Management and Membership

AMHREC is composed of at least eight members, both men and women, in line with the provisions of the National Health Research Ethics Committee of Nigeria, namely:
  • A Chairman
  • A Secretary/IRB Administrator
  • A Medical Practitioner
  • A Nurse
  • A Pharmacist
  • A laboratory scientist A Research Scientist with current research experience that is relevant to research proposals and protocols to be considered at the meetings.
  • A Practicing Lawyer
  • A Pastor and an Islamic Cleric who perform Pastoral and Islamic roles in a community.
  • Two members (who are lay people) one man and one woman, who are members of the community in which the institution is located.
  • Desk officer/Clerk

AMHREC Responsibilities

Review research proposals and protocols. This is to make sure that research carried out by the relevant institution, agency or establishment will: 

  • advance health; 
  • aid in the prevention of diseases; and
  • lead to the development of treatment strategies. 

Approve the conduct of research by the relevant institution, agency, or establishment when study proposals and protocols meet the ethical standards as stipulated by the Institutional Review Board (IRB) of ACE Medicare Health Research Ethics Committee (AMHREC).

AMHREC Functions

In fulfilling its responsibilities, AMHREC will: 

  1. Receive proposals for studies involving human subjects and review them to make sure they adhere to all applicable ethical guidelines.

  2. Make sure it is adequately educated on all aspects of the project before determining whether a research proposal is appropriate on ethical grounds by the National Code for Health Research Ethics, Nigeria.

  3. Determine if study participants in every reviewed and approved study involving humans will receive the respect and protection they are entitled to.

  4. Inform researchers and applicants as to whether or not evaluated study proposals have been authorized, together with the reasons for the decision, and whether or not they fulfill applicable ethical standards by the Nigerian National Code for Health Study Ethics.

  5. Ascertain that there will be measures to oversee the research’s conduct for every assessed and approved project and that the number and kind of these measures correspond to the level of risk to participants.

  6. Provide necessary guidance and support to other organizations in the absence of formally established Health Research Ethics Committees (HRECs).

  7. Adopt the procedures that the Nigerian National Health Research Ethics Committee (NHREC) has established to facilitate the effective ethical evaluation of multicenter research projects and reduce the need for redundant ethical reviews of human subjects’ research.

  8. Possess the authority to assign any of its duties and responsibilities to a subcommittee to facilitate the prompt and efficient ethical examination of research proposals. The actions and suggestions made by any subcommittees will continue to fall under the purview and accountability of the HREC.

  9. Offer a platform where concerns about issues of ethics in research can be discussed and looked into by staff, patients, carers, or students.

  10. Foster a greater comprehension of research-related ethical problems inside the ACE Medicare Clinics through training programs.
